Ms. Rasika Chaube assumed charge as Administrative Member, Armed Forces Tribunal, Chandigarh Regional Bench at Chandimandir on 18 July 2024 (FN). She later transferred to the AFT Principal Bench, New Delhi, on 17th October 2024.
Brief Description and Posting:
Ms. Rasika Chaube is a graduate of the prestigious Isabella Thoburn College, Lucknow, and holds a postgraduate degree in Psychology along with an M.Phil from Annamalai University. She joined the Civil Services in 1986 at the young age of 23.
She retired as Financial Advisor (Defence Services) after holding the position for nearly two years. She also held additional charge as Controller General of Defence Accounts (CGDA) between October 2022 and September 2023. Prior to that, she served as Additional Secretary in the Ministry of Steel, Government of India, from August 2018.
Between 2002 and 2012, she was Joint Secretary and Financial Advisor to two Presidents of India—Dr. A.P.J. Abdul Kalam and Ms. Pratibha Devisingh Patil. She also served as Principal IFA (Air Force), where her office received the Raksha Mantri Award for Excellence in 2017. She is an alumna of the 53rd National Defence College.
As FA (IDS), she was a member of high-level Collegiate Boards for Defence Procurement, such as the Defence Procurement Board and the Defence Acquisition Council (DAC). She was also part of the high-profile DRDO Review Committee led by Dr. Vijayaraghavan, Ex-Principal Scientific Adviser, for DRDO restructuring.
In 2023, Ms. Chaube organized the “International Conference on Defence Finance and Economics” after a 17-year hiatus, aimed at creating a sustainable blueprint for the Defence Budget and evolving the Defence Accounts Department from just Defence Finance to include Defence Economics.
During her tenure, she championed a shift from traditional audits to risk-based performance audits, providing real-time MIS to executive authorities. She also spearheaded the launch of the Faceless Payment Processing System for the Defence Accounts Department to improve transparency, efficiency, and integrity in payments.
Notably, Ms. Chaube is the first FA(DS) to receive an extension in service beyond her superannuation on 31 October 2023, granted by the Government of India.
She is an avid reader and deeply passionate about Art and Culture.
She is due to retire on 17th July 2028.
